The world is undergoing a major change in overall risk landscape. Each year, new risks are arising, and different types of risks (environment, economic, technological, social and geopolitical) are interconnected. If we look at the short-term risks, every year, there are new risks, however, when it comes to 10-year-time frame, the environmental risks dominate over other types of risks. Thus, the concept of adaptive governance becomes critical to address all the new types of risks. Over past 20 years, the world also evolved through high-speed technological evolution, with new and emerging technologies evolved quickly. It is said that today’s emerging technology is tomorrow’s essential technology. COVID-19 has urged all of us to focus on innovation. The mankind never saw such a devastating disaster over recent years. The urge to save people’s lives have made a true trans-disciplinary collaboration with all different disciplines and stakeholders. Speed of technology development is high, and becoming higher, especially in post COVID-19 landscape. However, the governance system to support the technology development and its implementation needs to evolve. The other key issue is the capacity development for emerging and new technologies, especially in the local government level. Collaborative management is critical with different types of stakeholders supporting each other. Private sectors, start-ups, and innovators have critical roles to play not only in the technology development, but also in implementing technology implementation. Transformative innovation is the co-designing solutions to address the complex risk landscape.
