The African continent stands at the epicenter of the global climate crisis, embodying its most profound paradoxes and pressing urgencies. While contributing minimally to historical greenhouse gas emissions, its nations face disproportionate vulnerabilities, where climate impacts directly threaten hard-won development gains and regional stability. This chapter examines the multifaceted landscape of African climate governance over the past three decades, moving from the continental to the national level to reveal a complex tapestry of ambition, constraint, and strategic adaptation. Through the lens of the African Union as a regional integrator, South Africa as an industrializing power navigating a just transition, and Qatar as a hydrocarbon-rich state balancing immense wealth with existential risk, we explore the diverse pathways, shared challenges, and evolving agency of African actors in the global fight against climate change. Their collective journeys underscore a critical shift from being passive victims of a changing climate to becoming assertive architects of their own sustainable futures.

摘要
