Case Study on the Implementation of the Policies for Poverty Alleviation Relocation in the Guangxi Zhuang Autonomous Region

To effectively address the issue of “prioritizing relocation over follow-up support” in poverty alleviation relocation, the focus of poverty alleviation relocation gradually shifted to “resettle and achieve prosperity” after the goal of “moving out smoothly” had been achieved. In July 2020, the research team in the School of Agricultural Economics and Rural Development, Renmin University of China, went to Guangxi Zhuang Autonomous Region to hold discussions with the related officials about the current situation of poverty alleviation relocation, the follow-up industry, employment and community integration in the resettlement areas. Taking the Du’an Yao Autonomous County (hereinafter referred to as “Du’an County”) of Hechi City and the Tianyang District of Baise City as representative cases, the research team conducted in-depth discussions with the heads of relevant departments of county Party committee, focusing on the processes of poverty alleviation relocation and resettlement as well as the follow-up support efforts. They also conducted field research and door-to-door interviews to know the construction of resettlement sites, supporting infrastructure and public services, follow-up industry and employment security, community integration, etc. in the two counties, visiting a total of 76 households, with 36 in Du’an County and 40 in Tianyang District of Baise City.
