Implementation Status and Effectiveness of the Policies for Poverty Alleviation Relocation

The poverty alleviation relocation is one of the Five Measures for Poverty Eradication identified by the central government, and it is a key measure to address the extreme poverty in areas with harsh living conditions. Based on the principle of government-led and voluntary participation, it is the relocation policy with multidimensional goals including ecological protection, disaster prevention and development (Xue et al., 2013; Sun & Gao, 2013; Zhai et al., 2019; He, 2014). On the one hand, the biggest difference between poverty alleviation relocation and reservoir resettlement lies in the principle of voluntary relocation and level of support (Zhou & Mao, 2017). Compared with ecological migration, poverty alleviation relocation incorporated the concept of the sustainable development in poverty reduction efforts (Sun & Gao, 2013; Hou & Zhou, 2017). Bai Yongxiu et al. (2018) and Zhai Shaoguo et al. (2019) analyzed the implementation process, evolution and support mechanism of poverty alleviation relocation, believing that the key to poverty alleviation relocation is to resolve the development dilemma in inhospitable areas.
