“Consultative Democracy” is both imported and endogenous. On the one hand, we can see that the discussion about “Consultative Democracy” has become an important part of the report of the 18th National Congress, which elaborately discusses how to “improve the socialist consultative democracy system”, especially the proposal to “actively carry out grassroots democratic consultation”. This not only indicates that grassroots democratic consultation is also an element of consultative democracy but also inevitably leads to the confusion between “Consultative Democracy” and “democratic consultation” in grassroots democracy. Similar discussions also appear in the “Decision on Some Major Issues Concerning Comprehensively Deepening Reform” adopted by the Third Plenary Session of the 18th Central Committee, such as “thoroughly carry out legislative consultation, administrative consultation, democratic consultation, political consultation, and social consultation” and “carry out various forms of grassroots democratic consultation to promote the institutionalization of grassroots consultation…”. With the “widespread and multi-level institutionalization of Consultative Democracy”, the practice of enterprise consultative democracy has rapidly developed, even though the theory of enterprise consultative democracy has not been fully expounded.
