The Hongkong Electric Company, Limited (HK Electric) has significantly contributed to the long-term prosperity of Hong Kong by providing a highly reliable power supply with 99.999% reliability since 1997. One of the crucial factors in achieving this success is the effective management of the power distribution network. In recent years, HK Electric has been able to assess the condition of power distribution cables more comprehensively, and these efforts have gradually reduced the failure rate of HK Electric's medium-voltage power distribution cables, with the number of failures per 100 km per year decreasing from 1.3 in 2018 to 0.7 in 2023. In this paper, these multi-dimensional condition evaluation methods for medium-voltage power distribution cables developed at HK Electric are introduced, including the Health Index, Three-hyper Index derived for very-low-frequency testing, and the imbalance degree evaluation for three-phase measurement of insulation resistance of the cable. Last but not least, the practical experience at HK Electric is presented in this paper.
