Hong Kong is known for its vibrant market economy, low taxation rates, and its role as a financial hub. Unfortunately, it also grapples with unaffordable housing prices and income disparities. While its social provision is often dismissed as residual in nature, it does offer 12 years of free primary and secondary education, along with 3 years of heavily subsidized pre-primary education for all children. Additionally, HKSAR supports affordable tertiary education, resulting in 64.1% of individuals aged 25–34 achieving tertiary-level education. This chapter classifies the welfare state system in Hong Kong as a member of the ideal-typical Pro-Welfare Conservative Welfare Regime (or East Asian Welfare Model), which describes best the traits of the entire group of welfare state system that it represents in East Asia.
