The welfare state in Singapore is indeed a leader in terms of welfare state development among East Asian regime members of what we today identify as the ideal-typical Pro-Welfare Conservative Welfare Regime. Not only did Singapore, spearheaded by its housing development program and the extension of the therewith instrinsically interwoven Central Providend Fund (a system that features mandatory personal savings accounts), build up early on, in the 1960s, a comprehensive welfare state system, but also, with the design and extension of the Central Providend Fund as the main carrying column of its welfare state system, Singapore became an innovator, pioneer and leader in terms of provident fund systems in the East Asian region, and worldwide even. The chapter shows that the case of welfare state development in Singapore is highly informative in terms of explanatory theory building. Ad hoc politics and emergency reactions have marked from the beginning to the present the politics of social policy in Singapore, which is telling in terms of the nature of the politics of social policy in general (i.e. this is universally applicable across the globe). Also, in the normative theory domain, Singapore provides most vital lessons for social policy theory and practice worldwide. The empirical evidence for that is clearly measurable in terms of positive outcomes, and it is massively impressive/all-out convincing.
