East Asia Has Escaped Europe’s Attention: The Welfare States Are Up and Running—An Introduction

Eurocentrism is haunting a great many scientific fields—social policy is one of them. The majority of East Asian welfare states, while having ducked the problems arising from super high overall governmental welfare spending compared to especially Western Europe, is also facing the problems of social insurance busts based on way-below-natural-replacement-level national fertility rates. What is true for Europe is even more so for Asia, where the wheels of the economy and the accompanying demographic change of society have been turning faster, having reached Europe’s future already. Asia is fully aware of the fiscal problems that stem from adherence to old/traditional mandatory social insurance systems. The speed of aging pushes East Asian welfare states to act earlier, as they are prone to government fiscal collapse sooner. In general, we can conclude that East Asia’s welfare states have grown up! With it come along all the problems Europe has faced and is facing, but one thing is different: the speed of development.
