Construction of Evaluation Index System for Zero Carbon Highway

The essence of a zero-carbon highway is the deep coupling between infrastructure and energy systems, which requires the evaluation system to break through traditional engineering thinking. The current technical specifications still focus on the construction phase for evaluation, and lack evaluation methods for key aspects such as dynamic carbon balance during the operation period. This study anchors the zero-carbon target, takes carbon emissions as the evaluation object, is based on accounting, takes the operation stage as the time range, and focuses on the entire road category. It constructs a multi-dimensional evaluation index system for zero carbon highways, covering total, intensity, structure, function, technology, reduction, trading, management, etc. The Analytic Hierarchy Process and Fuzzy Comprehensive Evaluation Method are used to evaluate the degree of achievement of the selected zero carbon target for highways, providing effective evaluation tools and decision support for the construction and development of zero carbon highways.
