This chapter examines how the Citizen Charter (CC) can help Bangladesh's Union Parishads (UPs) be more accountable and provide better services. The chapter starts by looking at how the CC has helped improve service delivery at the UP level. It then examines how it can influence government by employing uniform, open, and accountable methods. It talks about how UP officials work with the CC and the difficulties of keeping service quality, transparency, and accountability. It carefully looks at the accountability systems in the CC framework, focussing on important aspects like transparency, quality control, and accountability when dealing with citizen complaints and issues. It also looks at the problems that UP officials have with following rules and policies, as well as the things that make it hard for the CC to work. The results show that the CC has helped improve service delivery in some areas. However, there are still significant problems, such as citizens being unaware of the CC, UP employees lacking sufficient training, and insufficient funding for publicity campaigns. At the end of the chapter, there are suggestions for targeted interventions that could help improve the implementation of the CC. These include getting more people involved, providing UP officials with better training, and ensuring there is sufficient funding to support the charter as a tool for accountable service delivery.
