Educational inequality must be understood not as an aggregate of isolated national problems, but as a phenomenon constituted through multi-scalar relations of governance, economy, and knowledge. This chapter, therefore, argues that disparities in access, participation, and learning outcomes emerge through layered structural forces that operate across global institutions, regional political formations, and domestic stratification regimes.
