This chapter presents the three iterations—in 2018, 2021, and 2024—of the Global Research and Action Agenda on Cities and Climate Change Science (GRAA), examining how priorities have shifted in response to new scientific insights, technological advances, and socio-political changes. Individuals involved in authoring the iterations of the agenda since 2018 provide insights into decisions on the GRAA’s structure, methodologies, and formatting, and look to proposals for future iterations with a focus on interactions and actions among key sectors and stakeholders. Unpacking how conceptual vocabulary has been shaped by the constituent participants in forming the GRAA is central to this exploration of organization and prioritization of issues, themes, and topics associated with climate-resilient development in a local government context across all sectors of urban space.
