Systems Approaches to City Research and Innovation: Finance, Governance, and Multi-level Partnerships: Action, Innovation, and Research

With cities producing 70% of greenhouse gases and their global-warming-induced damages imposing costs both locally and nationally, this chapter argues that evidence-based urban-systems approaches based on innovative finance, governance, and multi-level partnerships are crucial for meeting the Paris Agreement goals. Yet, for subnational actors, delivering mitigation and adaptation is challenging, due to their experiencing many constraints. For example, they often lack the ability to develop, execute, and manage bankable projects, or do not have credit ratings—the legal ability to borrow or secure the sovereign guarantees required by lenders. In addition, their electoral cycles often drive short-term efforts rather than the long-term goals necessary to address climate change today and tomorrow. However, improving municipal financial management together with the application of a wide range of financial instruments and the adoption of innovative governance approaches offers viable solutions. Case studies drawn from selected regions illustrate these possibilities. Nonetheless, additional research is required to apply and scale up these approaches in urban areas around the world.
