It identifies the fundamental discourse as the organic unity of the Party’s leadership, the people being masters of the country, and law-based governance, reflecting the essence of socialist rule of law with Chinese characteristics. The cornerstone discourse is centered on strengthening Party leadership over law-based governance and constructing a socialist rule of law system, providing a solid framework for Chinese rule of law practice.
