Suburban industrial parks (SIPs) drive urbanization in metropolitan peripheries. They aim to boost local economies while reducing environmental impacts. However, their contributions to sustainable urbanization remain unclear. This chapter introduces the suburban industrial community (SIC) nexus model. The model examines interdependencies between SIPs and surrounding urban systems across multiple scales. We apply this framework to Tokyo’s metropolitan area to assess sustainability performance. Key findings include that neighborhood areas improve energy performance by 30% when integrated with SIPs. The model reveals three developmental phases over 50 years: growth (0–20 years), stabilization (20–35 years), and renewal (35+ years). Each phase requires specific policy interventions. Policy implications recommend transition from isolated SIP management to integrated SIC governance. This approach could benefit both emerging and developed economies pursuing sustainable industrial development.
