Analyzed the transformation of energy security theory in Japan and organized the formation and historical transition of the concept of energy security. In addition to organizing the position of energy security in the Basic Energy Plan, policy issues related to a decarbonized society, Asian strategy, and hydrogen energy technology were extracted. A Proposed energy security framework examined related on human security and discussed the significance of the hydrogen society and energy security in the Japan-China-Korea hydrogen economic zone towards achieving carbon neutrality by 2050.
