2004: Improving the Quality of Economic Growth, and Founding New Ways for Development

A variety of different views has emerged in the response to some new situations and problems in China’s economic development since last year. In my view, improving the quality of economic growth by any means should be given the top priority. There are three criteria for assessing the quality of economic growth. The first one is the rate of resource degradation. Its continuous decrease in economic operations indicates an improvement in the quality of economic growth. The second one is the degree of damage to environment caused by economic development and environmental restoration. If economic growth comes at the expense of environmental destruction, with low restoration efforts and poor environmental awareness, it cannot be considered high-quality growth. The third one is the amount of independent intellectual property. The more, the better. Judged by these criteria, China’s quality of economic growth hasn’t performed up to the expectation despite the increased GDP. It is our urgent task for now and the future to take effective measures to improve the quality of economic growth with great efforts.
