Research on Risk Assessment of Energy Saving Renovation Projects in Hotel Buildings Under EMC Mode

Hotel buildings, with high energy consumption and complex systems, are prime candidates for carbon-reducing retrofits. From the Energy Service Company (ESCO) perspective, this study assesses risks in Energy Manage-ment Contracting (EMC) projects. Using the Work Breakdown Structure (WBS) method and Delphi Method to identify risk factors, and constructs the improved entropy weighting method-DEMATEL-ISM risk assessment model. The Fuzzy Comprehensive Evaluation method determines the project’s overall risk level. A case study of an EMC renovation in hotel X revealed that key risks include financial management risk, energy-saving technology risk, financing capability risk, talent risk, and project decision-making risk as critical factors demanding focused prevention and control. The project was assessed as close to low risk, providing insights for similar building energy renovation projects.
