Digital Competences for Roma Inclusion in the Labour Market

The assessment of digital competences is a fundamental process to determine the degree of aptitude that people possess with regard to the use of digital technology and their ability to apply it in different contexts of life. In the case of the Roma population, technological inequalities aggravate social problems, especially in their inclusion in the labour market. The objectives of this paper are: 1) to analyse the perception of digital competences of Roma population, based on the European Framework of Digital Competences for Citizenship (DigComp); 2) to identify differences according to socio-demographic variables; 3) to explore correlations between the dimensions assessed. A quantitative, descriptive-correlational and non-experimental design method was used; a questionnaire adapted from the DigComp 2.2 model was applied to 27 participants from the Region of Murcia (Spain), mostly women (70.4%) and under 25 years of age (88.9%) participants. The instrument assessed five dimensions: information search, communication, content creation, security and problem solving. Results show that although most of the participants have digital resources (92.6%), they lack key competences such as curriculum development (M = 3.37, DT = 1.49) or search for online training courses (M = 3.78, DT = 1.34). There are significant differences according to gender, age and educational background, with women and uneducated people performing worse. In addition, high correlations were found between “Information search and management” and other dimensions such as “Problem solving” (ρ = .802), which underlines the importance of this skill as a basis for developing other digital competences. These findings highlight the need for inclusive digital literacy.
