Technological change drives industrial restructuring, which in turn determines the composition of the talent pool. The resulting shifts in human resource demand shape educational structures and serve as pivotal factors in setting the objectives, program mix and training standards of Technical and Vocational Education and Training (TVET). With the aim of clarifying fundamentals, discerning trends and guiding practice, this paper disentangles the basic taxonomies of talent and education, examines the impact of technological change on TVET, and proposes adaptive strategies for researchers and institutions.
