Why Does This Matter? The Problem (and Opportunity) We Cannot Ignore

Chapter 3 seeks to frame the problem (and opportunity) that has led us to advocate for the adoption of Future Generations Policy – why now, and why this approach matters. As a case study, we argue that the failure to mitigate carbon emissionscarbon emissions and adapt to climate change exposes a fundamental mismatch between the problems we face and the systems and institutions we have built to solve them. The problems we identify with current systems include: governance mechanisms geared towards short-term outcomes and historical crises; preventative approaches treated as “nice to have” rather than essential; short-term approaches compounding inequalities that impact the most marginalised; governance that lacks the moral imperatives enshrined in human rights and sustainable development frameworks; loss of citizen trust in institutions; and insufficient commitment to policymaking that offers co-benefits for people and planet. The opportunities we identify due to the adoption of a Future Generations Policy FrameworkFuture Generations Policy Framework include safeguarding the planet and its resources; strengthening social cohesion and democratic resilience, improving living standards and wellbeingwellbeing for all; bolstering economic resilience and future preparednesspreparedness; unlocking innovation and seizing opportunities; and enhancing a state’s global standing and influence.
