In this paper, we propose a federated trustworthy energy regulation scheme based on on-chain and off-chain collaboration. In this scheme, we first design a verification proof off-chain to ensure that, once uploaded on-chain, smart contracts can validate the off-chain data based on this proof. Additionally, since the computational complexity and volume of aggregation operations are lower compared to training, we place the aggregation operator on the blockchain, computed by full nodes with sufficient computational resources, to ensure the trustworthiness of on-chain aggregation.
