The western Sichuan region is mountainous in the northwest but flat in the southeast, so it is a fan-shaped triangular basin. Before the construction of the Dujiangyan water conservancy project, mountain floods occurred every summer and autumn and mud and sand flowed everywhere. When the water reached areas of residential locations, the land was full of water like a lake but when the tide was out, the land was covered with mud and rocks. Under such circumstances, it was impossible for the downstream people to live and work in peace. The Chorography of Shu - 《蜀志》 from Hua yang Guo Zhi - 《华阳国志》 (Records of Southwestern China) states: “When areas of Min River 岷江, Qian River 潜(湔)江, Mianyuan River 绵远河, Luoshui 洛水 were moors and only people of Wen mountain 汶山 could make a living from livestock.” It shows that western Sichuan before Du yu 杜宇 (ancient King of Shu) was still a swamp and people depended on herding animals for their livelihoods and did not know about farming. The construction of water conservancy in western Sichuan should be passed down from Chu State. During the Spring and Autumn Period(770 - 476 BC) and the Warring States Period (770-221 BC), the Chu State had a territorial area of five thousand miles, reaching Yuanxiang 沅湘 in the south, Yingsi 颍泗 in the north, and Bashu 巴蜀 in the west. It shows that Bashu was already under the rule of the State of Chu 楚 . During the era of King Dao of Chu 楚悼王 , Wu qi 吴起 was the prime minister, and he “clarified the decree, laid off all the officials who were irresponsible, abolish the old provisions of the royal family, saving property to train good fighters.” (Biography of Wu qi - 《吴起传》, Records of the Grand Historian) Wu qi told his king, “What Chu has in surplus is the land, and what is lacking is the population. Now you want to expand superfluous land with limited people by war, I can’t do it. I ordered the dignitaries to move to deserted areas and they were deeply troubled and bitterly complained” (Guicu - 《贵卒》，Lv Shi Chun Qiu -《 吕氏春秋》 ).
