On April 1, 2017, the China (Liaoning) Pilot Free Trade Zone was inaugurated in Shenyang, including the Dalian Area, Shenyang Area, and Yingkou Area. Covering the largest area of 59.96 square kilometers among the three, the Dalian Area focuses on the development of such industries as port and air logistics, finance, business and trade, and others. Boosting the construction of the Northeast Asian international shipping center and international logistics center, the Dalian Area will form a strategic highland of opening up toward Northeast Asia. Judging by the functional design, tasks, and goals of the Dalian Area of China (Liaoning) Pilot Free Trade Zone, the authors believe strengthening the connection and cooperation with the Free Port of Vladivostok in the Far East of Russia is a practical choice.
