Between Ballots and Bullets: The Political Meaning of Libya’s Missing Elections

This chapter examines Libya’s prolonged electoral impasse, arguing that the perpetual postponement of national elections is a deliberate governance strategy. After Gaddafi’s overthrow in 2011, electoral aspirations quickly gave way to institutional fragmentation, militia dominance, and external interference. Through careful analysis of key political events, notably the aborted 2021 elections and ongoing municipal polls, the chapter identifies Libya as a distinct example of non-electoral fragmented authoritarianism. Libya’s elites sustain their authority not by manipulating elections but by structured avoidance, strategically evading genuine democratic contestation and leaving the nation indefinitely suspended between ballots and bullets.
