The modular small pressurized water reactor (ACP100) adopts the concept and technology of integrated reactor and passive safety system. As the world’s first reactor, the Hainan modular small reactor is different from the traditional accident oriented emergency regulation technical route. The development of emergency operation guidelines and regulations has no reference. Therefore, it is necessary to study and establish the ACP100 accident regulation system and emergency regulation development method. This study investigates domestic and foreign regulations, standards, and industry practices to analyze the basic principles of the Symptom Oriented Emergency Operating Procedure (SEOP). Referring to the Westinghouse Standard Emergency Response Guidelines document system, the SEOP system is combined with the design of the ACP100 small reactor system to form a development method for emergency procedures applicable to ACP100, including the elements of emergency procedures, the scope of emergency procedures, the systems and computational analysis required for emergency procedures, and to establish an emergency procedure system applicable to ACP100.
