Study on the Applicability of Commercial Grade Dedication Regulations and Standards

With the increasing operational years of nuclear power plants, domestic nuclear power plants are encountering difficulties in procuring certain nuclear safety-related items, leading to a widespread substitution of nuclear safety-related items with commercial-grade items. This paper investigates the regulations, guidelines, and related standards and technical documents of countries that have established a Commercial Grade Dedication(CGD) system for nuclear safety-grade items, such as the 10 CFR series of regulations, RG-related guidelines, EPRI-related guidelines, and other relevant technical documents. The paper analyzes their evolutionary processes and provides a summary and synthesis. Additionally,the paper organizes the hierarchical relationships within China’s current nuclear safety regulatory and standard system, combines domestic application cases, and conducts comparative analysis with foreign regulatory systems. The study explores the applicability of CGD methods under China’s regulatory standards and offers suggestions for further improving and perfecting China’s nuclear power standard system. This research has guiding and referential significance for engineering practices and subsequent regulatory development.
