In 2021, 2023 and 2024, the US government released national standards strategic plans, namely the 2020 edition of the United States Standards Strateg (USSS), the United States government (USG) national standards strategy for critical and emerging technologies (CET) and the Roadmap for USG National Standards Strategy for CET. This series of documents aims to strengthen cooperation and investment between the U.S. government and the private sector, promote the development of CET standards, and help to improve the quality of international standards. The U.S. government's continuous issuance of significant strategies in the field of standards is historically rare and emphasizes the importance of standards more than ever before. Therefore, it is essential to conduct an in-depth analysis of the background, purpose, significance, and inspiration of the USG national standards strategy for CET and its roadmap on international standardization as well as on developing country’s standardization. This article uses a systematic analysis method to study the background, purpose, principles, action requirements, and implementation measures of the USSS from multiple elements and levels. Based on the good practices and experience sharing of standardization in China, it proposes inspirations for the development of nuclear industry standardization in developing countries from the perspectives of technical cooperation and win–win, international standard environment, and standard development direction, providing guidance and reference for the high-quality development of nuclear industry standardization in various countries.
