In recent years, China has attached great importance to fostering think tanks and giving play to their crucial role in decision-making, with a view to modernizing the national governance system and capacity. In January 2015, the General Office of the Communist Party of China (CPC) Central Committee and the General Office of the State Council issued the Opinions on Strengthening the Building of New-type Think Tanks with Chinese Characteristics, which clarified the ideas, principles, goals and tasks to institutionalize the construction of think tanks. In December 2015, the China Top Think Tanks Pilot Project was officially launched with 25 institutions involved in the first phase. In the Report to the 19th CPC National Congress, President Xi Jinping called for more efforts to “develop new-type think tanks with distinctive Chinese characteristics”, raised requirements and charted the way for think tanks in the new era.
