Organization and Management of Think Tank Experts

The think tank research process entails meticulous organization and management of experts. The research askes for the organization of experts with multidisciplinary backgrounds to jointly examine the mechanisms of think tank problems, analyze the problem-related impacts and policy status, and jointly identify solutions to think tank problems. Think tanks in all countries attach great importance to the scientific organization of experts and the integration of expert wisdom. Consequently, various tools and methods for expert organization and management have been developed. The Double Helix Methodology in Think Tanks provides theoretical and methodological guidance for the selection and organization of experts, division of labor among experts and related management, and synthesis and integration of expert wisdom in every step of the think tank research process. Guided by the MIPS logic layer methodology, this chapter focuses on the categorization of experts and their involvement in the think tank research process. It aims to provide insights for dynamically organizing experts, enabling the optimal utilization of their diverse expertise, condensing and integrating their collective wisdom, and ultimately devising comprehensive solutions.
