India has the single-largest system of higher education institutions and the second largest in terms of higher education enrolment. It offers high-quality higher education with a significant comparative cost advantage. Known for its assimilative culture and welcoming people, India could become a global hub for higher education. Surprisingly, the number of international students in the country is abysmally low despite several initiatives and targeted programmes. At the same time, Indians have been leaving in hordes for international destinations for education, making India a net importer of higher education. This chapter empirically examines the datasets from a wide variety of sources and offers multiple perspectives on India’s potential for higher education exports and its challenges and opportunities.
