Top Innovation Talent Cultivation Policy in China

This chapter explores top innovation talent cultivation policy in China. Training top-notch innovative talents is an inevitable choice in response to the national strategic needs and the objective requirements of modernization. Starting from the establishment of the “young class” in 1978, the exploration of training top-notch innovative talents in China has experienced three stages of pilot exploration, policy germination and adjustment and improvement. Now, the training policy of top-notch innovative talents has become an indispensable part of the strategy of strengthening China’s talent, and has been highly valued by the Party and the state. In more than 40 years of practice and exploration, China has summarized many useful experiences in the training of top innovative talents, such as the establishment of a special organization, responsible for the consultation, guidance, implementation, evaluation and other work of talent training; Adopt the training mode of “one system and three functions”, establish the tutorial system, improve the personalization, small class and international level of talent training, and explore the management system such as the college system.
