The dual carbon goal is a solemn commitment made by China to deal with global climate change contained in the territorial space system. As an important means of ecological civilization construction, territorial space regulation is of great significance for the implementation of the two-carbon goal. On the basis of systematic review of relevant studies, the connotation of source reduction and sink increase and the internal logic of territorial space response to source reduction and sink increase are expounded, and the concept of land space use control is clarified. The regulation strategies are proposed from the aspects of refining the control zoning of land space use, optimizing the transmission function of carbon reduction and carbon fixation in five levels and three categories of land space, establishing a control platform, exploring the measurement of carbon sinks and carbon emissions as the basis for the delineation of three regions and three lines, establishing a flexible transmission system and a control system for reducing sources and increasing sinks, etc., in order to provide references for the governance of land space.
