The importance of cross-cultural English education has become increasingly prominent in globalization. Thus, the necessity and significance of constructing the resource database are discussed in this article by analyzing its potential value in improving the quality and effect of cross-cultural English education. The advantages and methods of using artificial intelligence (AI) technologies such as natural language processing and intelligent recommendation are reviewed in terms of resource collection, classification, and integration. The framework design of the resource database is then proposed. Including key elements such as data storage, access control, and security, an effective management mechanism is designed to ensure the continuous update, accuracy, and availability of the resource library. The application of AI in personalized learning path generation and learning effect evaluation is further analyzed.
