Policymaking, Coordination and Cooperation During the COVID-19 Pandemic: The Case of the GCC Countries

This chapter examines the process and circumstances of public policy in the Gulf region during the COVID-19 pandemic. It analyses COVID-19 impacts on the GCC countries as well as the state of policymaking to mitigate risk. Highlighting geopolitical and cultural factors that influenced policymaking and crisis management by Gulf countries during the pandemic, it shows that there are delays in adopting collaborative approaches due to geopolitical factors and bureaucratic development, suggesting the need to create more GCC-level institutions for enhanced collaboration.
