Strength Based Approach to Refugee Settlement

Australia is one of the world’s most generous contributors to international refugee resettlement efforts and operates a dedicated Humanitarian Program that offers resettlement for refugees and others from overseas who are in humanitarian need, and protection for people who arrive lawfully in Australia and engage Australia's protection laws. Although Australia has one of the most generous settlement programs in the world, there are opportunities to do better. Australia’s old model of settlement seems unsuited to cater to the diversity of people who come to this country. We need new ways to unlock the skills, energies, and stories of the newcomers and continue to explore a more sustainable approach. What is working well? What brings us together? This chapter will look at the current approach to migrant and refugee settlement, and more broadly, how community development is approached in Australia and put forward rationale for change. Supported by case studies, it will then argue for a strength-based, bottom-up, and a more collaborative approach to refugee and migrant settlement, and by extension, the rationale for regional settlement. While there is often a search for best practice, the author will instead put forward some guiding principles including valuing the local and finding solutions locally through a more collaborative approach. Rather than an academic discourse, this chapter will be based on experiential learnings, highlighting the importance of both context and content expertise.
