Infrastructure projects undertaken by the government organizations lead to economic development of a nation. However, delay in public procurement process delays the benefits of such infrastructure to the public in general and jeopardizes the economic growth. While the literature indicates the delays in execution of projects, the studies during project procurement process are limited. Therefore, a study is conducted to comprehend the public works procurement process. Case study method is selected for the research study and website of an Industrial Infrastructure Corporation is selected for Data collection. Content analysis is carried out to trace the entire procurement process. The study examined the causes of the delays in the bidding process, the reasons for the occurrence of corrigenda and addenda during the project tendering process, and the specific reasons for these developments. The results indicate that 46% of projects procurement is delayed. Further analysis shows that, on average, 123 days delay in the tendering process compared to the planned schedule. The study is relevant to researchers to conduct more studies through public procurement and practically helpful for construction procurement professional as the insights would help in risk management.
