Carbon neutrality is not equal to carbon offsetting. The core idea of carbon neutrality is to decouple economic development from carbon emissions. The impact of economic development on climate change can be minimized through low-carbon energy, advanced production processes and negative emission technologies. The concept of carbon neutrality does go beyond simple carbon offsetting. It emphasizes the reduction or elimination of carbon emissions in the process of economic development, so that there is no longer a positive correlation between economic growth and carbon emissions. This decoupling is achieved through the combined effects of multiple methods.
