To remain in pole position in the digital economy, Shenzhen needs to accelerate the building of the pilot zone for innovation and development of the digital economy and pursue high-quality development of digital economy. The “Implementation Plan for Innovation and Development of the Digital Economy in Shenzhen (2021–2023)” pointed out to thoroughly implement the “Opinions of the CPC Central Committee and the State Council on Supporting the Building of Shenzhen into A Pilot Demonstration Area of Socialism with Chinese Characteristics” and the “Implementation Plan for National Pilot Zones for Innovation and Development of the Digital Economy”. It proposed to seize the strategic opportunities of intensive innovation and rapid growth of digital industries, accelerate innovation and development of the digital economy in Shenzhen, and step up efforts to build Shenzhen into a national pilot zone for innovation and development of the digital economy. It also proposed to vigorously support a dozen of sub-industries, such as high-end software, AI, big data, and fintech, while concentrating on nine key tasks, such as enhancing leadership in sci-tech innovation, promoting IT application and innovation, optimize the structure of the digital industries, and building a public service platform in the sector of the digital economy.
