Strangely enough, it was not until the 1992 Dublin International Water Conference that the international community recognized water as an economic good. It is nevertheless obvious that, like any other scarce resource, water must be managed rationally to reconcile supply and demand. With climate change affecting weather patterns and their severity, population explosion, pollution, and inequitable access to drinking water, it is urgent to implement more sustainable water resource management. Due to its scarcity, water in Algeria, as in most countries, is a limiting factor for development and a source of social tensions. If this issue is raised today in Blida, it is rightly so because by placing this element in the historical context of this city, we better understand the concerns of officials wanting to raise awareness among the population and administrative, technical, or other structures about the severity of a problem whose permanence could jeopardize the future. The city of Blida is located at the foot of the northern slope of the Atlas Blidean and south of the Mitidja plain, at an altitude of 260 m. It is situated on a debris cone built by the Roumman-El Kebir river. The Tell Atlas protects the city from the dry winds of the south coming from the High Plateaus. Our chapter’s objective is to minimize the environmental impact of water consumption in buildings, as is the case in the city of Blida, while ensuring the comfort and health of occupants. Finally, sustainable water management requires not only effective technologies and policies but also active community participation.
