A Review of Agent-Based Modeling in Flood Disaster Prevention and Mitigation Behaviors

Under the intensifying impact of global climate change and human activities, the frequency of extreme weather events has increased, leading to a rise in urban flooding disasters. These events pose severe threats to human life and property, urban infrastructure stability, and socio-economic development. Therefore, a deep understanding and simulation of human disaster prevention and mitigation behaviors during flooding events are crucial for enhancing public risk awareness, optimizing response strategies, and mitigating disaster losses. Agent-Based Modeling (ABM), as a tool capable of capturing individual behaviors and decision-making processes, has been widely applied in the field of flood disaster management in recent years. This paper reviews 34 studies on Agent-Based Modeling of flood disaster prevention and mitigation behaviors, covering scientific research from 2016 to 2024. It focuses on the model applications and limitations of four typical response behaviors: flood insurance purchase, flood control measures for buildings and infrastructure, evacuation, and flood warning. The paper also discusses commonly used model validation and calibration methods, while providing an outlook on future research directions. The aim is to provide scientific support for enhancing disaster management efficiency and optimizing policy-making.
