The insufficient demand of green certificates makes the green certificate (GC) trading market lacks vitality and the incentives for renewable energy (RE). The renewable energy consumption quota allocation for industries is necessary to promote a balance between supply and demand of GC trading market. This paper considers multi-stakeholders including the local government, RE producers, and the quota enterprises, to build a multi-agent decision model of renewable energy consumption quota allocation with multi-objective. A case study is adopted to indicate the effectiveness of the proposed model, and show the market and policy effect on the renewable energy consumption through the scenario analysis. Based on the scenario analysis, it can be found the consideration of fairness has few influence on consumption efficiency, when the RE consumption goal of the government towards QEs don’t exceed the number of REPs owned. The industries with the higher total electricity consumption and the lower profit per unit electricity maybe the main consumers when the regional consumption goal is high.
