The Information and Communication Techniques, such as big data analytics, artificial intelligence, mobile communication and cloud computing, bring great opportunities for urban development. However, ICT technology has not been applied in the research and practice of resilient cities. This is one of the reasons that the loss of urban disasters still increases exponentially. Aiming at the research question of how to solve the “disaster” with the “benefit” of technology, this paper combs the hot spots and progress in the interdisciplinary research field of ICT technology and resilient cities based on the Web of Science database and CiteSpace software. It also proposes a comprehensive application framework of the ICT technology in the field of resilient City, and identifies the frontier development directions about technique, data source and management platform.
