Analysis of the Types of Small-and-Micro-Enterprise Parks of Multiple Subjects Under the Perspective of Collaborative Governance

In the current context of urban renewal in China, SME(SME) Parks have become an important development strategy for industrial transformation and upgrading. Most of the established studies focus on a single construction body or macro-policy analyses, while there is still a lack of systematic comparative studies on SME Parks developed by multiple bodies, such as village collectives, governments and industrial property developers. This study attempts to further analyse the types of SME Parks constructed under China's specific economic system with the help of the theory of synergistic governance of multiple subjects, and further compare the characteristics and structural relationships among different subjects, such as the village collectives, the government, and the market, as well as what are the spatial and industrial characteristics of the developed SME Parks. This study analyses 43 SME Parks in Wenling City, Zhejiang Province, for example, through quantitative and qualitative methods. The results show that: village collective and government-led development parks account for the main body (81.39%), and market development type as a supplement (18.61%); the core differences are reflected in the policy orientation, the ability of factor integration, and the development positioning and operation management. This study builds an analytical framework for understanding how multiple actors shape SME Parks, providing useful insights for global industrial upgrading.
