A Novel Method for Identifying Rural Spatial Policy Zoning: A Case of Chengde, China

The rural spatial policy zoning at the prefecture-level represents a significant instrument for coordinating the protection, development and utilization of rural space, as well as for achieving the optimal allocation of regional resources. Nevertheless, the content, demarcation process and methods of rural spatial policy zoning remain undefined by a unified scientific standard. To address this issue, by analyzing the relationship between rural areas and other territorial space types, this paper firstly defines the specific content of spatial policy zoning. Subsequently, 10 types of rural spatial policy zones in Chengde City, Hebei Province were identified through the comprehensive evaluation of four dimensions, the formulation of numerical standards for zone identification and the application of coupling techniques. Finally, the numerical criteria for identifying zones, the revitalization strategy and the connection of rural zoning and classification were discussed. This study provides a scientific foundation and a reference framework for the formulation of targeted rural policies, thereby facilitating sustainable rural revitalization.
