This paper based on the data of Deyang City from 2018–2022, by using TOPSIS to evaluate comprehensive level of construction of resilient city and smart city in Deyang city to find the coupling coordination between the two. In order to achieve a higher level of mutual coordination and mutual facilitation between the two systems, a coupling coordination model of the two systems was built, and then analyzing the obstacle factors. The results show that, the comprehensive level of construction of Resilient City and Smart City in Deyang city shows an upward trend, and the coupling degree between the two has been relatively good, and the coupling coordination degree is also increasing year by year. The coupled coordination between the two systems changed from Mild-obstacle to High-quality-coordination. Through the analysis, the main subsystems are Ecological Environment and Smart Energy, and the main obstacle factors are unemployment rate, comprehensive production capacity of water supply, energy consumption intensity, etc., four countermeasures are put forward from actively promoting college education reform, promoting practical teaching, and ensuring the stable completion of students, etc..
