The strategic location of Seychelles in the Indian Ocean makes it an object of interest to India, China, and the United States as the great powers engaged in this region, with France, the European Union, the United Kingdom, and the United Arab Emirates also being relevant. These powers have pursued their interests through political-diplomatic means, military links, and development assistance. Seychelles has shown agency in relation to the great power competition through its “friends to all” hedging approach, its “smart state foreign policy,” and multilateralism. While positioning itself in relation to the various powers, the main concerns of Seychelles are sustainable development, climate change, and combating drug trafficking. Allowing for the emergence of a more pluralistic international environment, these concerns and the way they are pursued are likely to endure in the future.
