Democratic Republic of the Congo
摘要
Located in the heart of Central Africa and rich in strategic resources, the Democratic Republic of the Congo (DRC) has always been, and remains, a battleground for competition between the great powers and emerging powers engaged in the African continent. If yesterday the USA and the Soviet Union fought over the Congo for control of Central Africa, today, the Sino-American competition in Africa would be part of the logic of control of strategic resources linked to the DRC’s energy and ecological transition assets for global leadership. Since its creation as a sovereign political entity, the DRC has adopted openness to the world, nonalignment, and good neighborliness as fundamental principles of its foreign policy and its relations with the great powers: even if it must be recognized, due to its multifaceted weaknesses, it has not demonstrated the capacities for strategic autonomy as an actor in international system. In this post-Cold War and post-unipolarity international system, the DRC should demonstrate ambition by rationalizing its multiple assets to become a pivotal country to play a salutary leadership role in Africa and in the world.
