This paper explores a refined approach to managing nuclear construction projects through an integrated framework based on Earned Value Management (EVM). By combining quality, schedule, and cost controls, the proposed system utilizes digitalization to automate progress evaluations and enhance forecasting capabilities. Through case studies in nuclear projects like Hualong One, the study demonstrates how EVM-based payment methods streamline risk sharing, improve financial forecasting, and reduce manual input. This integrated approach not only optimizes resource allocation but also supports digital transformation in project management, offering insights into implementing efficient, data-driven practices in large-scale engineering projects.
